How to get it
The Scarlet Wraithblade is the reward for defeating Hua, called Hua, Deadly Betrothed by guides and Hua, the Bride by Steam, in Weeping Creek Valley. Steam's achievement 'Scarlet Wraithblade' is 'Defeat Hua, the Bride', and PowerPyx, Game8 and Fextralife all name her as the source.
PowerPyx: from the Valley Sha-Chi Tower 1st Floor Bell, go behind the tower on the right, slide down the wooden bridge through the hole in the ground, then follow the path left to the end. Fextralife instead says the path starts past the Valley Sha-Chi Tower Summit Bell. Fextralife's weapon page puts the Flesh Lily Fields Bell, northwest of the Tower, at the arena.

Type and stats
The Scarlet Wraithblade is a two-handed weapon with high damage and high shield-breaking power (Game8, Fextralife). Game8 lists starting stats of 247 damage and 129 Guard Break. Fextralife's 936 and 457 are at weapon level 30, so they do not conflict.
Game8 and Fextralife list the same kit. Triangle combos leave Red Spider Lilies that slow enemies and drain their Sha-Chi, then explode after 3 seconds. The Power Surge, Rouge Bloomstorm, spends 1 Sha-Chi Essence on an unblockable slash that blooms lilies. Upgrades add Scarlet Field (more lilies, 15 seconds, manual detonation), Severed Vows (an 8-second Heartless state with a finisher), Netherlit Bloom (hold to charge a White Spider Lily, teleport slash when full), Hidden Thorns and Lingering Grudge.
Hua is an optional boss, so the Scarlet Wraithblade is optional too. Nobody has said whether it can be locked out, so we do not know if it is missable.

Finding her is where the guides differ. PowerPyx starts from the Valley Sha-Chi Tower 1st Floor Bell: go behind the tower on the right, slide down the wooden bridge through the hole in the ground, then follow the path left to its end. As for missing it: Hua is optional and PowerPyx files her off the main path, but nobody has said whether the weapon can be lost. After unlock· PowerPyx Since nobody has said, clearing her before you leave the valley is the safe choice.
